If you really think about it, making a system which is backward compatible with GSM and CDMA as well as forward compatible with IMT2000 makes sense for the world. It means that all this component development that has taken place so far will be reusable and all the innovation in electronics which allows the 79 gram phone to exist can be reused. If we get a GSM=>WCDMA system which starts over, then where are we?

If the WCDMA stuff is not totally compatible with the GSM stuff or the CDMA stuff, then all the parts will have to start over, along with the associated cost curves and 20% drop per year in price, weight, battery, etc. It just doesn't make sense to start over.

I think if you look at the proposals on the table, it makes a CDMA/GSM phone the mandate, not some consumer choice in the future.
