Yes I know the answer. If by the browser you mean the user-mode app that one calls up to view web pages or local html, the so-called 'integration' is not something that will allow the app to crash the OS. That's true for IE4 or any other browser. As you drive down further into some of the related services, plug-ins and add-ons you can find combinations of things that will make the OS sick - that's a WinXX problem/feature.

But in my experience there are lots of network-related things you can do under WinXX which will make it so sick you will wish it had crashed...
