I think you are correct...

Measuring digital content is more appealing to consumer's. Digital content packages information in categories that humans commonly use. , e.g., you know what a half box of cereal is (content), you don't know what 80 Fruit Loops represents in terms of your needs (purely quantitative). You are after all looking for a product to buy. You don't want to guess how many bits make a product.

The meter that Sprint is talking about is similar in function to your home electric meter. Neither the electric company or the meter know whether you're sucking amps to power a light bulb or run your air conditioner. Purely apples and oranges here.

In fact, the WaveMeter appears to be a complementary product and would still sit on top of this device.
