What you state is true but this country and others also have a large installed base of AMPS devices that would not enjoy the benefits of encryption and authentication at the network access points. Additionally, even the Digital PCS providers have to deal with the issue of subscription fraud in the network. When I mentioned fraud management, I was referring to a comprehensive view of the many types of fraud that would apply to a converged VoIP/Wireless/Circuit Switched world that we are fast approaching.

As with any type of communications fraud, the bandits usually attack the weakest link in the chain. This poses the question of what types of new fraud will be enabled or disabled by this converged network environment. I just don't see any activity among the standards bodies that is dealing with this issue. It would be arrogant of us to assume that todays fraud systems will naturally migrate to this type of environment and still provide the same levels of protection. If anyone has knowledge of any work in this area, I would be very interested in hearing the issues and approaches that are being taken.
