the browser needn't be part of the OS.

It doesn't need to be, no. But why shouldn't be? That's the real question.

For my needs, I stopped installing any new software, from ms, or others, unless I absolutely need it. The reason is: I don't have the time or energy or interest to resolve all these clashes and crap-ups the oS keeps having. I'm forced to reinstall win95 every 4-6 months. I have to recreate every customization I have. That's crappy.
I used to love to try out new software on my machine, but not any more, not on win95.

I can understand that. I install/uninstall lots of software, and have never had to reinstall Windows. Maybe I've been extremely lucky, and maybe I'm just good at fixing problems. If you have a production machine or something which you can't afford to have any down time on, I think it makes sense not to screw with it more than you have to. I take the same approach with one of my work machines.

Clear?

Crystal.
