Step 1, okay, done. Step 2 goes wrong. The government is not so foolish as the FCC. They require 25% of your intended bid to be paid over beforehand. And of course your bidding stops when you try to exceed that 25% paid. Step 3 sort out the remaining 75% but do it quickly because the money has to be paid over tout suite. No time to goof around raising money then. No bits set aside for people of gender, melanin cellular production systems, physical ability less than Michael Jordan or free cash flow less than whatever it takes.
