Step 1, okay, done.
Step 2 goes wrong. The government is not so foolish as the FCC. They require 25% of your intended bid to be paid over beforehand. And of course your bidding stops when you try to exceed that 25% paid.
Step 3 sort out the remaining 75% but do it quickly because the money has to be paid over tout suite. No time to goof around raising money then.

No bits set aside for people of gender, melanin cellular production systems, physical ability less than Michael Jordan or free cash flow less than whatever it takes. All foreigners can bid and buy all. This is an open economy, unlike the USA. No doubt they will nuke us for such blasphemy as having deregulated telecommunications and free trade as they are threatening us for allowing parallel importing, despite trebling of sentences for copyright or IPR infringement.
