Will this daily search do enough for you?

stocktools.com

Internet Trader (free delayed) and Real Time Trader (real time) have a scan feature, but they have had their share of problems. Check their SI threads for the current status.

If you use a real time quote service built around real tick III software, there are also a couple of packages that will work with those feeds.
