Yes. You can short on margin with big board and NYSE stocks. BB you need the cash.

Here's a description of E*trade's shorting rules:

These are pretty typical - I know of no broker that will let you short "any stock if you put up the cash" or that will short BB stocks in any case. Datek is generally considered to have the most liberal shorting rules, but will only short in a margin account, only rarely under $5. I've seen a link to the official NASD rule (on their site) that says only stocks at 4 1/16 or above are shortable, but I didn't save the post. The $5 rule is at the broker's discretion.
