Jens regarding your post and the statement "Tomahawk Construction Company has negotiated an agreement with the Dakota Plains First Nation".. I think the key word is "has" and should be taken as a
done deal...If not it would have read "is negotiating" which would
mean they where talking...JMO..Bill
