I know it was a 1979 movie, but I am guessing Apocalypse Now. Just reminds me of the young surfer dude on the pt boat.

I'm thinking Jack Nicholson...but can't pin a movie
on him. (The Last Detail?? but he didn't look
to much like a hippie in the movie)

The movie was Kelly's Heros.

Donald Sutherland was a hippie in the movie before being a hippie was cool.

He made the statement to one of his tank crew, who later went on to be the Captain of the Love Boat.
