Not if Intel is convinced they can intersect the sales curve successfully despite the delay. They can lose the early ramp without much revenue impact if the 64 bit market is developed (OS, Compiler and app work) and if the volume parts also intersect the performance curve, which should not be a problem as those improvements are more related to process than merced design issues. In that case the smartest thing to do is let someone else carry the ball on '64 bit ready' evangelism, and produce a really solid platform with a good suite of tools and apps. I don't think those were driving concerns for the delay but I think the downside risk was pretty low and that delaying the samples as well fits with the strategy.
