Looks like the Pakis didn't succeed in making the Big 5 get involved in the Kashmir issue as indicated by the 1st paragraph. Also there is no multilateral sanctions.Interesting development.

I see what you mean. It appears to me that the BIG 5 are always dictating what India and Pakistan should do, in terms of signing the CTBT and everything else. The only country that may have some influence on Pakistan is China. China can make Pakistan sign CTBT, on the threat of withholding help on nuclear arms and missiles. But China will not do it, because China would not want to advance Indian nuclear and missile technology, while restraining Pakistan. I don't think that any country in the world has any influence on India, when it comes to security, esp with BJP Govt in place.

Seats in the Security Council for both Pakistan and India can be reward enough to make them sign the CTBT.

Kashmir issue is not for any negotiations as far as Indians are concerned IMHO. Kashmir is too hot for the BIG 5 to handle. They would rather not touch it for the moment.
