I am not sure that a ticker change will force the shorts to cover...
but they will have to disclose what their short position is, then
imagine a scenario where we have a 2Million share short position with only 2.5Million float. PANIC will ensue and there will be a bloodbath.

Time will tell.

Depends, on what you mean by a "ticker change". If the name changes, but the CUSIP number doesn't, then no, they wouldn't have to cover. If the CUSIP number is changed (for whatever reason- name change, ticker symbol change etc.,) then yes, it would force a cover as ALL shares have to be reissued by the TA.
