Do not discount the Big 5 though. Heard on CSpan, US expert in a House hearing talks about Diplomatic divison of labor. ie US plays bad copt, flunkies ooops! allies, play good cop.
Guy also talked about not wishing to send Pak to Pariahs International , ie Pak Iraq Libya, N Korea, so sanctions against either country will not amount to a hill of beans. apparently in the Glenn amendment there is something about humanitarian aid, so even IMF loans may go thru in the end. But US is sufficiently concerned about Islamic Bomb, leakage, 2nd Wave as they called it..
On Kashmir, the fella sounded pretty pragmatic, The US will butt in if it might help, otherwise stay out and not risk palying a game it cannot win. South Asia may finally get the attention it deserves based on size ,importance etc, his words not mine. But then ofcourse this is the public debate on the issue, who knows ahat goes on behind the scenes.
For anyone that might care, the experts were Richard Haas Foreign Policies Director of Brookings Institution and William Schneider International Planning Services. and Chuck Robb D- Va. (I think)

regards
Ramesh
