US-EU Mutual recognition agreement.

"Q may not be aware that the US and EU recently signed a mutual recognition agreement (I believe by Clinton on May 18). The US and EU are both member of the World Trade Organization and I believe Article 6 (Agreement of Technical Barriers to Trade imposes duties on the parties to negotiate MRAs to elimiate barriers such as those imposed by ETSI. The MRA is mostly for conformity assessment issues but covers telecommunication equipment and "non-harmonized radio transmitters for which there is a civilian equipment authouization requirement... the EC arees to seek authorization to include non-harmonized digital connections. Having been involved in the negotiations of this MRA, I believe that the EU's positon is at variance with it and Q should discuss this with USTR and the EU Standards Office at Department of Commerce".
