Perhaps Mr. Fleming was one of the subjects that H L Mencken was thinking of when
he wrote this:

"It is the invariable habit of bureaucracies, at all times and everywhere, to assume...that
every citizen is a criminal. Their one apparent purpose, pursued with a relentless and
furious diligence, is to convert the assumption into a fact. They hunt endlessly for proofs,
and, when proofs are lacking, for mere suspicions. The moment they become aware of
a definite citizen, John Doe, seeking what is his right under the law, they begin searching
feverishly for an excuse for withholding it from him."

Bureaucrat is a synonym of moron....

Thomas,

I think all exchanges are somewhat similar to the TSE. The idea is to give a semblance of sincerity and honesty to what is really going on. They are the cover. The fact that they are not quite aware of it, IMHO, aids this process. The same thinking can be applied to most bureaucracies IMHO..
Personally I don't think the NYSE or Naz are any better then the tse,, just smoother...
