Agree its relative, as the failure of the Pres. to get Fast Track approval for further trade negotiations (targeting South America) demonstrates. Nonetheless, it would be hard to deny that the U.S. has been pushing the world to open up trade ever since soon after WWII, with some (though hardly complete) success. Our tarrifs are generally among the lowest. But they are not non-existent. And in some few areas, such as sugar, are very high. For wholly political reason, of course. (And because it generally flies below the radar screen, sugar being so dirt cheap even if twice what it could cost.)

I guess we have some sheep lobby that's blocking some of your mutton and wool, eh? Hard as this may be to imagine, it's not been a high profile issue over here. <gg>
