Consumer to Consumer caught my eye...and so did the 600 Million Cards.

Does that mean that anybody who personally holds a Visa Card, [credit/debit], could now accept a remittance from CheckFree as a payment from one Consumer to another Consumer? ie 600 Million endpoints?
