THIS may have some impact on that curve, although I haven't seen a confirmation of this yet.

James Blachly and Eric Skaug writes "Well, my
friend and I called Dell to hassle them, as we have
several times in the past, about getting a system
without an operating system installed. Much to our
surprise we found that Dell now offered to sell us a
system WITHOUT Windows9x -- but here's the
kicker -- they take $100 off the price. This a new
development and news to me, as it is to most of y'all
out there, I expect. " Hardware without an MS tax? Is
this true? Can it be? They didn't let me do this, can I
have a $100 refund if I ship them back this cursed
Win95 in my basement? *grin*.
