True story...some time ago there was a problem with disease in some of the more remote villages in Peru. The countries' health representatives determined that if they could get these villages to boil their drinking water the problems could largely be addressed and an education program was instituted. Most villages did in fact boil the water, but there were some villages in which the disease(s) continued. They found that these particular villagers did not boil the water. What they found out in the process, was that the people of these villages had a certain cultural value...that things had certain "properties" that should not be altered...water had the "property" of "cool". The people believed that if they boiled the water this would adversely affect the property of the water. There was absolutely nothing they could do in the near term to convince these people to boil the water. The only thing that the government could do is to continue the education program and hope, in time, the cultural values would change (or eventually this culture would literally die out).

I won't argue whether the cultural values in Germany should or should not change, but if they change it's going to be over some period of time. How quickly does Dell need to staff the factory? vs. how long do you think the cultural values in Germany will change?
