2MB is all you need as long as it is all allocated to 2D. With 2
MB RAM you can run 800x600 and 32 bit color ( 16.8 million colors) I run 1024x768 and 16 bit color on a 17 in monitor. Its good for graphics but not necessary for non graphic applications.

It's hard to argue against Win98 if multimonitors are a primary consideration. Win98 is still beta. June 25 and the non beta version may be a consideration.

I like Matrox cards because they maintain their drivers. Suggest emailing tech support with questions about multimonitors and NT and Win98 and their Mystique cards. (2MB $50 Price Watch)

The only generic video card that supports multimonitors in NT 4.0 is Matrox Millenium. Other than that you need a more $$$ card..
