My local phone company offered ADSL (with Netspeed now Cisco's hardware) for Canadian $45 per month. Setup fee is about $500 and that includes the modem and splitter - with unlimited use of the internet included per month.

This is to compete with the also about $40 unlimited internet use offer by the Cable companies.

The ADSL modems are about $900 per modem and you will need two

Huh? You only need one modem on your end. Sounds like they want you to pay for their side too. Very odd for sure. I'm ordering DSL next week here in US Worstville and get the modem and 3Com NIC for free. Price is $40/month, cheaper than my ISDN line and about the same as cable, but cable is faster though not available. The modem I'll get is a Netspeed like the one I linked below.

SWBell will probably offer better rates once they get a real roll out going.

I sure wish I was getting a 3Com ADSL modem but they don't have any yet. I also believe that COMS is waiting for these technologies to take off so they can get into the retail channels, which I'm sure they will.
