Compression algorithms! This is a deep ocean to jump into! I was reading a bit on the Voxware site about variable compression ratios - this appears to be one of the keys with Internet telephony -- because data is delivered in "packets" instead of a constant connection, voice quality in the past has suffered -- how to deal with silences, loud voices, quick responses, etc. But by varying the compression in response to the type of data, quality is maintained.

It's the same issue with digital video, either streaming or off a disc, like a CD-ROM. You get jerky action when there's too much of a variation in data. Talking heads are easy, action sequences can stutter a lot. I don't know if variable compression has gotten to video yet.
