And the above link reads:

WASHINGTON, DC, Nov. 21, 1997 (States) -- Par Chadha/RT Investments,
CEO and a director of Osicom Technologies, Inc. of Santa Monica,
Calif., reported on Nov. 17, 1997, the proposed sale of 6,000 shares on
Nov. 13, 1997, for $14,500 through Advest, Inc.

This was the infamous margin call was it not? At any rate it's only 6000 shares and doesn't explain the change in share count.
