The IBM announcement probably does not include Wave. It's about IBM's Vault System for e-commerce security. The following site provides a good overview of the IBM Vault System and it currently appears to be structured around the server side for user authorization.

Nevertheless, the preliminary notice of today's press release makes the following statement, leaving open the possibility of a Wave solution for the client PC side: "IBM Vault Registry is the first member of the IBM Vault Solutions family of trusted e-business solutions; other solutions are expected to be announced in the near future."

There has also been prior speculation that HP is interested in the low-cost WaveMeter's encryption functionality for the client side. Furthermore, HP and IBM have been supporting each other to achieve standardization in the industry for e-commerce security.
