This is directed to any person in Kansas

I have a friend at Wichita who has been trying to log onto IT for days without success. Responses from IT say that the incorrect user name and or password is being used. But when the correct user name and password is entered a "failure to connect" is the response. Is there anyone in that area who is having or has had the same problem.
If it has been corrected how was that done?

I live in Central Texas and seldom have any failure to log on. Those times are usually in the evening hours after the market closes.
