For one thing, IBM has moved operations to areas where they get tax
incentives or there simply are lower taxes. They have also taken
a more aggressive approach to tax management. Someone awhile ago
put up a good link that covered this topic but I could not find it.
And I think some of it is somewhat like when we do estimated taxes for
our own returns but of course, this catches up with you at the end of
the year which happens to be IBM's best quarter historically where
sins can be covered. But overall, the rate is legitimately lower now.
