short line benefits from STB decision:
WASHINGTON, June 8 (Reuters) - Surface Transportation Board (STB) staff recommended on Monday that the board approve the purchase of Conrail by Norfolk Southern Corp. (NSC - news) and CSX Corp. (CSX - news).
''The team believe that the proposed transaction subject to certain mitigations that we are recommending will clearly be in the public interest,'' STB staff team leader Julia Farr told the STB's
board ahead of its vote on the deal.

In a $10 billion deal, CSX and Norfolk Southern will split Conrail's Northeast network to create two major railroads operating east of the Mississippi River.

Farr said an examination of the filings and last week's oral testimony showed the deal would substantially increase rail competition in the Northeast and most shippers would enjoy considerable benefits.

In particular the staff recommended the board keep five-year oversight authority and provide some additional relief for short-line railroads connecting to the CSX and Norfolk Southern networks.
