In granting the waiver, Dryer determined that ''compliance with the referenced FIPS would adversely affect the accomplishment of the mission of the Social Security Administration,'' and that these FIPS ''provide for the use of products which have not gained wide acceptance commercially, and which are not incorporated in commercial off-the-shelf products.''

Dryer further cited the growing customer demand for Internet-based services and the fact that more than 90 percent of the browsers on the market do not support FIPS cryptography algorithms, and determined the SSA must use commercially accepted and available off-the-shelf products to serve its customers effectively and securely.
