ETrade told me that they will accept those orders by phone, and you will only pay the online trade commissions since their system couldn't accommodate you. Still a pain, though.

E trade accepts fractions online in 64ths if stock price is less than one dollar. You can call, takes around 2 minutes to get a broker(longer at 9:35 am EST), and put in any type of decimal trade 0.4025 etc.
I am satisfied with everything about them except for having to call for a decimal trade. I use Datek for NASDAQ stock b/c commission is half the price.
