A Public Company, even non reporting, cannot issue shares without disclosing.

What they dont have to disclose is Financials.
With PNLK they were disclosed to the whole thread, so no big deal.

Soon all Public Companies will have to be fully reporting. I think PNLK is in any case in the process of filing the Form 10.

It is also my understanding that they will also,at one point, apply for NASDAQ listing.

The way it usually happens is, they will sign a contract with an Investment Banker, who will Fund the company in exchange of shares and will then support the stock, the needed time to be accepted on NASDAQ.

Just that perspective should ice the MM's who are short...
