When I go into a retail store I see both CPQ desktops and laptops. So how can you say that these are two different channels and the swap can not be done? Consumer has desktops and laptops, but they are completely different products than the desktops and laptops sold by the commercial product group. CPQ has considered a few 'crossover' products but the economics of the channels are so different that there is not a good business case. BTW where did you see the 1 billion number? I can't find the article you refer to...
