The real, i.e. British, billion is a million millions, not a thousand millions as in the US. The Economist is a London paper, so they likely mean 1,300,000,000,000 - which in the States would be called 1.3 trillion.

One trillion in France and the US = 1 followed by 12 zeros, in Britain, M‚xico and Germany by 18 zeros. In Canada you have to watch out, they go both ways. That's the Canadian way.
