It seems absolutely nobody has motive to have given technology to the chinese. The CIA claims no technology was given in the review. The waivers have been granted routinely to donors and non-donors alike by Republican and Democrat presidents. The only place a silver bullet could be is in that report, and in the last 18 months, nobody has found it, so.... there seems to be no case.

Despite a lot of smoke, this summary still stands.
