Good-day Confluence,
The article in the Business Day as posted, like all related articles, is an opinion by a writer knowledgeable in events unfolding in the mining industry.
It is interesting to note that most recent articles have expressed or quoted the Minister's wish, that a negotiated settlement be found, and that expropriation in terms of Section 24 need not be invoked.
I can only assume that this is the reason why all the relevant parties,(according to yourself) which have a direct interest in the matter, are still at the negotiating table.
