There is reason to believe that Eastern US utility coal markets may continue to expand. Perhaps the strongest reason for optimism is the impending deregulation of the US utility industry. Under the auspices of the Energy Policy Act of 1992, both federal and state utility regulators are reducing barriers and encouraging the creation of an open transmission system which will ultimately lead to market based power transactions. When fully evolved, the new market system favors those electric power generators who can offer the lowest cost power.
