Can't get order filled.... I had a buy in @.44 since this morning then changed it to .46 and they haven't filled it so far it's been 1/2 hour

Sure they will, depending on circumstances. I've sometimes even sold options on the ask, and options MMs make the regular ones look like Sunday school teachers.

As for ICVI, the spread's tight, the price is low, the volume is pretty high. Maybe some of the MMs are expecting a late-session rally, who knows? You're seeing best bid/best ask quoted; but it's rare for all MMs to be offering the same prices.

And when the spread's bigger, a great many trades go off at the mid, which makes it impossible to talk about a buy/sell ratio with any accuracy.
