Okay, I'll reiterate my question from a Nivenesque perspective :-)
A lot of his science fiction mentions the Fertility Board, which awarded breeding licenses to individuals (both members of a pair had to have a ticket) based on merit - with a percentage given away in an open lottery. (Remember how it turned out to be a way to breed for luck as a hereditary trait?!) So - I realize you think that the individual should have the inalienable right to reproduce. In the other corner (ding!) I'm wondering if the health of the species wouldn't be served by making the having of babies a privilege.

I mused in my post to Penni that figuring out the terms for assigning that privilege would be controversial. The whole thing could easily smack of eugenics. Do you see any way out that would be a little pleasanter than simply containing the starving masses when/if we have a major economic upheaval?
Ok, if I can ask you for the purpose of play to accept these premises for a post or two - what would you say or do?
