MM's short all the time on small issues (naked shorting). Us lowly investors can't do it, but they can and do. I'm assuming that the heaving shorting in Canada is coming from MM's.

With the earnings carryover from 1997 and 1st qtr 1998, the company is sitting on plenty of cash.

Why "waste" $0.20 per share on dividends? If it jump-starts the stock and sends the shorts covering up to $2 or $3 per share, $0.20/share is a small price for doubling market value.

I spoke to NASD a few weeks ago, research division. Legally ANYONE can short a BB stock. The problem is finding a broker who will let you. I don't know of any broker who will allow it but clearly MM's can short the stock.
