Probably not First, this whole dividend thing is nothing...repeat nothing...but an unsubstantiated rumor from highly questionable sources. Second, a has been posted previously and quite convincingly by others, a dividend would more than likely be a BAD idea. Stock price falls ex-dividend and the company blows through cash for almost no justifiable reason. If they have been advised to do this, they need much better advisors, IMO. However, I do wholeheartedly agree with calling certs to either possession or safekeeping (exact same effect). I have no doubt whatsoever about the reality of short positions here; the Monkeys are and have been short and I never thought the Canada thing went away to begin with, if anything, they have had the chance to average, but that's it.
