Mr Dendro: That site I posted is a lot easier to understand than most Gov't mumbo jumbo.
Maybe because it was written in 1934, and they weren't (IMO) as anxious to confuse the public as they are now.

I've been exposed to far too many of those propeller heads in the past.

Some of the the computer geeks that work for them are the kind that can recite "the Holy Grail" verbatim, to include proper enunciatory inflection.... <VBG>
