I have discussed this issue w/ Jack and can provide MY understanding. At least for the owned properties, they are not currently developed.
Four issues are involved here though:

1) Reserve studies provide net asset values (after extraction) of these resources.

2) In WV much of the collection network is already in place (i.e., through CNG, Equitrans, and Columbia) so it will not be difficult to provide the wellhead side of the equation.

3) Many of the adjacent properties have ongoing production. This means that the main lines as referenced above are nearby.

4) Jack and the other definitely know what they are doing and know what is involved with setting up a production field.

If you are skeptical Mr. Coffee, I really suggest you contact Jack as this should greatly assist you in your investment decision.
