We, the good ole U.S. of A are the enforcers!

As I recall, it was Iraq that wanted to raise oil prices and Kuwait's reluctance to do so that was part of Saddem's excuse to invade Kuwait. Also, don't forget Iran's usual stance--anything to milk hard currency from the West--they are always hardliners on price.
