IMO, the big beneficiaries would be the French, who can export satellites to China with relative impunity, and lead the Arianespace consortium that might pick up some of the Chinese L/V business.

Boeing and Lockheed Martin LV divisions might benefit a little; but their parent companies both have interests in exporting to China and former SU countries (and have LV JVs with FSU companies) so I don't think they'll be much happier than Loral if sat exports to China are banned.

The logic (if there is any) in prohibiting sat export to China, should apply in spades to the FSU.

Did you just notice that the Delta launcher is built
in Dana Rohrabacher's district? Seeing him huffing and
puffing on C-Span 2 days ago, you might have believed
that his stand was based on principle. I guess one needs
to be a real good actor to get elected.
