OMB REPORTS
I just finished reading the OMB quarterly report published MAY 15 that was released June 15th. It contains an incredible amount of detail as to the status of the Y2K efforts by Deparments and agencies. The current estimate of cost is now 5.0B$ up from 4.7B$ just 3 months ago.The linch pin in the whole government effort is Treasury because it is the place that issues all checks.IT's budget is 1.85B$.There is a system called Goals that is the Department wide accounting system.It has 18 subsystems.Goals 2 was begun to be installed in September 1995 to replace Goals 1 . they have been working to remediate goals 2 and now believe they can not compete a sufficent fraction of the new system in time.They are JUST NOW BEGINNING AN ASSESSMENT OF GOALS 1.TREASURY IS now saying they will spend 350 Million $ in the year 2000. This is concrete evidence there will be serious problems in government operations after JANUARY 1 ,2000.
