GINGRICH has already informed Senate Majority Trent Lott that the House will NOT negotiate with the Senate over the bill it is debating. "Gingrich has derided the bill as a big-tax, big-government bill.
Christina M. Martin , Gingrich's spokeswoman, confirmed last night that , if the Senate passes the McCain bill on the Senate floor, then Gingrich will refuse to negotiate in a conference committee, a panel of members appointed from both houses to resolve differences between bills. We will exercise our right not to take up the bill in conference."
