I believe your post falls under misinformation that we were supposed to be avoiding. In a nutshell, he is extending and further strengthening a ban that is already in place. He is not stopping ALL offshore drilling. I think your post probably gave everyone holding offshore drillers a heart attack. I myself will have to take time out to clean my chair as a lot of my money is in offshore drillers.
