Even though they may make less because of FCC regulation and the charge of long distance access fees to IP companies, will this enormous volume of business help to compensate for any loss of income for VocalTec?

Do you think VocalTec's numerous international strategic agreements, which comprise most of their business, will help to compensate for any loss of income due to domestic FCC regulation?
