Is this "cross-licensing among European firms"? There are a dozen Asian/American firms selling GSM phones, almost twenty firms that don't hold any GSM IPR's selling GSM hardware and none of this shows in Nokia's balance sheets!
I have an explanation: GSM licensing fees are nominal. It's not my idea, it's something I've read from articles written by telecom professionals.
