Deniz Baykal is the leader of the 55 seat liberal wing in the government coalition. His support of the government's agenda is crucial and it sounds to me that the government's legislation will be passed this session. I think the liberals also want waste oil to be cleaned up and this faction understands that a tax exemption is warranted to motivate the establishment of a waste oil collection infrastructure as well as a means of disposing of the stuff. The government has requested guidance but not interference from the International Monetary Fund. Typically the IMF lends money to troubled governments and economies but imposes conditions that results in disruptions in economies.
