Deniz Baykal is the leader of the 55 seat liberal wing in the government coalition. His support of the government's agenda is crucial and it sounds to me that the government's legislation will be passed this session. I think the liberals also want waste oil to be cleaned up and this faction understands that a tax exemption is warranted to motivate the establishment of a waste oil collection infrastructure as well as a means of disposing of the stuff.

The government has requested guidance but not interference from the International Monetary Fund. Typically the IMF lends money to troubled governments and economies but imposes conditions that results in disruptions in economies. It has been a major player in the recent problems in Southeast Asia countries.

Turkey seeks IMF's non-financial support

ISTANBUL, June 11 (Reuters) - Turkey is hoping to secure the support of the
International Monetary Fund (IMF) in July for its efforts to cut 1998 inflation to 50 percent after a series of inconclusive talks for a stand-by arrangement.

The IMF support will not take the form of conventional financial assistance this
time, but will entail a new cooperation technique based on close IMF monitoring of the deficit-ridden economy, government officials said.
